Declarations of interest
Miss. C. Cannell and Mrs. G. Massey declared personal interests in connection with the application relating to land at the rear of 132, 134 and 136 Swan Street, as they know the objectors.
3. Minutes of previous meeting
The minutes of the previous Planning Committee Meeting held on 13th February 2009, having been previously circulated, were taken as read, were confirmed and duly signed by the Chairman as a correct record.
Matters arising from those minutes
The Clerk reported that Mrs. J. Beavis had attended the BDC Planning Committee meeting on 17th February and spoken against the application by Forest Homecare for change of use of land for overflow parking at 61 Alderford Street. Although permission had been narrowly granted the conditions would create a FINAL boundary to the car park. The Historic Buildings Adviser of ECC had also recommended it as the final extension to the car park and made it clear that there can be no further impact on the green area that separates the offices (61 Alderford Street) from the listed building (Alderford Mill). A condition was also made for planting a native hedge on the new boundary of the car park to provide a final boundary and soften the impact on the setting of the listed mill.
Public Comment
Mr. G and Mrs. T. Farthing spoke against the application for erection of two no. residential dwellings on land rear of 132, 134 and 136 Swan Street . (Please see below for details of objections).
6. Planning Applications
The following planning applications were considered:
09/00096/FUL – Land rear of 132, 134 & 136 Swan Street – Erection of two no. residential dwellings – the revisions were noted including increased size of dwelling and three spaces at rear of Chemists. It was noted that the site plan was defective, as it did not show 126 Swan Street, which was misleading. It appeared that development had commenced during Autumn 2008 when Mr. B. Taplin, Planning Enforcement Officer, BDC, was consulted and had investigated. Mrs. J. Beavis and Mr. A. Corder-Birch had both discussed the eucalyptus tree in the rear garden of 136 Swan Street with Mr. M. Crow, Landscape Services Manager, BDC. Mr. Crow had advised that this tree is worthy of preservation and SHPC had asked BDC to make a TPO. The black poplar and other trees in the area were not worthy of TPOs. It was resolved to oppose the application upon similar grounds as for application no: 08/00482/FUL (see minutes of 28th March 2008) and to specifically ask BDC Officers and Councillors to inspect the site and access before determining the application.
09/00186/FUL and 09/00187/LBC – Tile Kiln Farm – Conversion of listed barn to form new dwelling including live/work office space – the revisions and further information, including traffic movements were noted. It was resolved to support the application as the building is worth saving and to ask for the same conditions to be imposed as with the previous applications (08/02188/FUL and 08/02189/LBC).
Date of next Planning Committee meeting
The next Planning Committee meeting was fixed for Friday, 27th March 2009 at 4.30pm in Parish Council Office, 75 Swan Street, Sible Hedingham.
