MINUTES OF THE PLANNING COMMITTEE MEETING OF SIBLE HEDINGHAM PARISH COUNCIL HELD AT 75 SWAN STREET, SIBLE HEDINGHAM ON FRIDAY, 11th DECEMBER 2009 AT 4.30 PM

Declarations of interest
Mrs. J. Beavis declared a personal interest in connection with the application relating to Fiesta Thatch, Sugar Lane as she knows the applicant. No other interests were declared.

Minutes of previous meeting
The minutes of the previous Planning Committee Meeting held on 6TH November 2009, having been previously circulated, were taken as read, were confirmed and duly signed by the Chairman as a correct record.

  • Matters arising from those minutes
The Clerk reported that BDC had included the Rockway site in the SH Regeneration Area. Consequent upon representations from Councillors and members of the public regarding Littlefields, Prayors Hill, the Clerk had sent a reminder to the Enforcement Department of BDC and is awaiting a reply. Miss. C. Cannell reported wood and debris protruding from the property, which is potentially dangerous. There were no other matters arising

6. Planning Applications
The following planning applications were considered:
09/01480/FUL – 5 Gibson Road – Demolition of existing rear extensions and replace with new single storey extension – no objection
09/01513/FUL – 5 Swan Street – Erection of single storey side extension – no objection
09/01387/FUL – 1 Hilton Way – Erection of first floor side extension, single storey front extension and replacement garden boundary fence – no objection.
09/01554/FUL – Southey Green Farm House, Southey Green – Change of use of land to paddock – the description of the proposal (para 3) is incomprehensible and it was assumed that the second reference to “paddock” should be “menage”. Subject to clarification on this point it was resolved not to object to ménage subject to a condition that any lighting (not applied for) is low level lighting.
09/01560/FUL – Orchard House, High Street Green – Retrospective consent for change of use from agricultural to domestic garden land – no objection subject to a condition that there should be no development whatsoever in the garden.
09/01561/FUL – Aston Rose, High Street Green – Retrospective consent for change of use from agricultural to domestic garden land – no objection subject to a condition that there should be no development whatsoever in the garden.
09/00306/TPO – The Old Bakery, 37 Swan Street – Notice of intent to carry out works to trees in a Conservation Area – fell one sycamore and reduce two willows – consequent upon the late arrival of the application Councillors and Tree Warden had not had an opportunity to inspect the trees. Consideration of this application was deferred to enable Mr. H. Johnson to inspect and authority was delegated to him to make a decision on behalf of SHPC.
09/01551/FUL and 09/01552/LBC – Fiesta Thatch, Sugar Lane – Erection of two storey side extension to existing cottage. Mrs. J. Beavis reported that as a District Councillor she had been consulted regarding a drainage problem concerning this and neighbouring properties and that the Environmental Health Department of BDC was dealing with the dispute. It was resolved to object to the application on the grounds that the roof line should not be increased, extension needs to be in keeping with existing cottage, it is out of character, it is overdevelopment in the countryside and as a listed building is detrimental to the landscape in view of proposed height. If BDC grants permission, it needs to ensure that the drainage system and septic tank is adequate as the proposed additional toilet may exacerbate the existing drainage problems.

  • Retrospective consents for COU of land at High Street Green
Miss. C. Cannell reported that further applications for retrospective consents for change of use of agricultural land to domestic garden land at High Street Green were in the system. The first deadline for representations (for Duckdown Cottage, High Street Green) is 4th January 2010 but the application was not received in sufficient time to include on the agenda for this meeting. In view of the forthcoming Christmas and New Year holiday and in order to meet deadlines it was resolved to give the Clerk delegated authority to notify BDC that SHPC has no objection to the application relating to Duckdown Cottage or any further retrospective applications relating to High Street Green, subject to a condition that there should be no development whatsoever in the garden.
