MINUTES OF THE PLANNING COMMITTEE MEETING OF SIBLE HEDINGHAM PARISH COUNCIL HELD AT 75 SWAN STREET, SIBLE HEDINGHAM ON FRIDAY, 15th AUGUST 2008 AT 4 PM

Declarations of interest
Mrs. G. Massey and Dr. R. A. Green both declared personal interests in connection with the application relating to Comfrey Cottage, 29-31 Queen Street, as they both know the applicant. No other interests were declared.

Minutes of previous meeting
The minutes of the previous Planning Committee Meeting held on 1st August 2008, having been previously circulated, were taken as read, were confirmed and duly signed by the Chairman as a correct record.

4.
Matters arising from those minutes
08/01334/TPOCON – 23 Potter Street – Application to fell one walnut tree – The Clerk reported upon various communications with BDC. It was initially minded to refuse permission and place a TPO on the tree. However following discussions with the Clerk and the applicant, BDC had finally decided to grant permission and an agreement had been reached with the applicant that he would plant a replacement walnut tree elsewhere in his garden.
Two planning enforcement issues namely 9 Yeldham Road and Summer Hill, High Street Green had been fully dealt with at SHPC Meeting on 11th August and no further action was required.

There was no public comment.

Planning Applications
The following planning applications were considered:

08/00982/FUL – 16 School Road – Proposed demolition of garage and utility and construction of single storey side extension, erection of front porch and rear conservatory (revised plans) – Councillors confirmed that they had consulted neighbours who had no objections – resolved no objection.

08/01486/FUL – Comfrey Cottage, 29-31 Queen Street – Erection of single storey side and rear extensions – no objection.

08/01474/TPO – 22 St. Peter’s View – Reduce/prune one oak tree – no objection.

08/01530/FUL – 3 Station Road – Erection of two storey side extension – no objection.

22 Spurgeon Close
The Clerk reported upon complaints from members of the public living in Spurgeon Close regarding a car repair, car breaking and car sales business being run from this dwelling. Apparently the activities had been taking place for some time but had recently come to a head when petrol and oil was seen running down the drive and into the public highway causing a potential danger. The planning aspect of these complaints was being investigated by Mr. B. Taplin, Planning Enforcement Officer and the street trading and car repairs by Mr. G. Philp, Environmental Protection Officer, BDC. Mr. J. Skittrall reported there could be similar problems arising in Brook Meadow, which he will observe.

Corder’s Yard
Mrs. G. Massey and Mrs. J. Beavis both reported upon the issue of the mobile home in Corder’s Yard. Whilst the Planning Officers had recommended approval of the application and been very supportive, the Committee had curiously deferred its decision on a couple of occasions. It was noted that BDC had identified this property for future residential development.

There being no further business the meeting closed at 4.30 pm.
