MINUTES OF THE PLANNING COMMITTEE MEETING OF SIBLE HEDINGHAM PARISH COUNCIL HELD IN THE MEETING ROOM AT THE PARISH COUNCIL OFFICE, 75 SWAN STREET, SIBLE HEDINGHAM ON FRIDAY, 27th JUNE 2008 AT 4.30 PM .

In the chair: Miss C. Cannell
Present: Cllrs. J. Beavis, R. Falco, R. Green, A. Law, G. Massey and J. Skittrall, together with 3 (three) members of the public.

1. Apologies for absence Mr. A. Corder-Birch (Clerk) and 4 (four) members of the public.

2. Declarations of interest
Mrs. J Beavis declared a personal interest in connection with the application relating to 132, 134 and 136 Swan Street as she knows the objectors. Mr. R. Falco declared a personal interest in connection with the application relating to Greenfields, High Street Green as he knows the applicant. No other interests were declared.

3. Minutes of previous meeting
The minutes of the previous Planning Committee Meeting held on 20th May 2008, having been previously circulated, were taken as read, were confirmed and duly signed by the Chairman as a correct record.

4. Matters arising from those minutes
There were no matters arising.

5. Public Comment
Three members of the public attended the meeting to object to the application relating to 132, 134 and 136 Swan Street. They also represented four other members of the public (Mr. & Mrs. Jenkin and Mr. & Mrs. Priest) who were not able to attend but were also opposed to the application. Mr. & Mrs. Farthing copied in the Parish Council with their letter of objection to BDC.

6. Planning Applications
The following planning applications were considered:

08/01082/FUL – Hill House, 20 Swan Street – Construction of a two bay timber carport with cedar shingle roof – no objection.

08/01104/FUL – Greenfields, High Street Green – Proposed loft conversion with dormer windows – no objection.

08/01106/FUL – The Workshop, Cobbs Fenn – Alterations to existing store buildings following approval of 07/02021/FUL to include repositioning of door, incorporation of rooflights and windows – no objection.

08/01148/FUL – Land rear of 132, 134 and 136 Swan Street – Erection of two no. residential dwellings – objected to on exactly the same grounds as upon the previous application but with an emphasis on the following points:
Single track road.
Difficulty for lorries unloading.
Inaccuracies in plans (i) zebra crossing missing (ii) scale is bad and not clear enough (iii) plans do not show clearly that road is a single track road.
Proposed dwellings changed to bungalows but footprint appears to be the same.
It was agreed to invite the BDC Planning Committee to have a look at the site prior to their meeting to view the issues raised.
