MINUTES OF THE PLANNING COMMITTEE MEETING OF SIBLE HEDINGHAM PARISH COUNCIL HELD IN THE MEETING ROOM AT THE PARISH COUNCIL OFFICE, 75 SWAN STREET, SIBLE HEDINGHAM ON SATURDAY, 2ND FEBRUARY 2008 AT 10.30 AM

2. Declarations of interest
Miss. S. Brown declared a personal interest in connection with the application for stationing of a portacabin at Rippers Court as she knows the applicant. There were no other declarations of interest.
3. Minutes of previous meeting
The minutes of the previous Planning Committee Meeting held on 30TH November 2007, having been previously circulated, were taken as read, were confirmed and duly signed by the Chairman as a correct record.
4. Matters arising from those minutes
There were no matters arising.
5. Public Comment
Mr. F. Ladkin spoke at length in support of his pending planning application and appeal. He indicated that if his appeal is dismissed that another planning application will be made. He explained that proposed extension is for additional training facilities and he claimed that there would not be any extra people using Alderford Street or parking in Alderford Street.
6. Planning Applications
08/00042/FUL – Wash Farm House, 7 Queen Street – Erection of ground floor family room and first floor bedroom – no objection as it seems sympathetic to area.
08/00046/FUL – 162 Swan Street – Erection of two storey rear extension, single storey front porch and internal modifications – no objection to rear extension but front porch opposed as no other porches in that row and it would be an excrescence in the street scene. In addition ECC propose that the industrial housing associated with Rippers be included in a Conservation Area.
08/00077/FUL – Rippers Court – Renewal of temporary condition from planning approval 05/02399/COU – Change of use of land for the stationing of a portacabin – no objection.
The above recommendations of the Planning Committee were approved.
7. Forest Homecare, 61 Alderford Street
Application No: 06/02573/FUL for erection of one and a half storey extension to office building was refused planning permission on 7th November 2007. This refusal was appealed against and written representations are required by The Planning Inspectorate by 29th February 2008.
(Application No: 07/02522/FUL for erection of one and a half storey extension to office building and additional parking schemes was considered by SHPC on 14th January 2008 and representations opposing the application made to BDC the following day. This application will be considered by BDC on 12th February 2008).
With regard to the appeal it was resolved to oppose it and to send written representations to The Planning Inspectorate on similar grounds to the representations made to BDC upon the original application. It addition it was agreed to emphasise that Alderford Mill, which is a grade two star listed building is the “jewel in the crown” in the village and that the proposed building is over expansion. If The Planning Inspectorate is minded to uphold the appeal then it was agreed to ask for a condition that no further extensions are to be allowed to the building and car park in the future and that a semi permeable membrane or similar should be laid in car park.
