Public CommentMember of the public commented on amended planning application 04/02023/FUL No objection from the Council - all councillors in agreement. Minutes of last meetingAlterations to be made as listed: Page 178 Item 6 should read Rectory "Meadow" Page 179 Item 7 should read "to become more widely available" under Cllr. Bolter's report. Page 183 Item 13 should read "but not always their address" Page 184 Last item should read "no. 4 to no. 6 School Road," manhole is in same area. Subject to the above alterations, it was proposed to accept Minutes as a true record. Proposed by Councillor G. Massey Seconded by Councillor J. Skittrall All councillors in agreement. The Minutes were subsequently signed. Chairman's ReportThe Chairman reported on cluster meeting with other Parish Councils and the District Council that have proved useful and strengthened contacts between all parties concerned. Office Lease: a simplified lease with a two year opt out clause has been agreed, as has a rent increase for 2005. A further increase as the result of any increase in Council Tax may be applicable in the future. All legal costs are to be met by the Parish Council. It was resolved to accept this agreement by the full council. The Chairman to submit a report on Burial site issues at January meeting. Vice Chairman's ReportAs per the submitted report All councillors endorsed Councillor Skittrall's expressions of thanks to Councillor Chapman's company for making a vehicle available for use by the Parish Council during the heavy rains. Chairman and Vice chairman to contact Mr. A. Reed at Braintree District Council if swings have not been installed by Thursday 11 th November, as agreed in last month's Minutes. As a broken well cover in High Street Green was the responsibility of the Parish Council, an immediate repair was required on health and safety grounds. A cheque for £193.87 inc VAT was raised by the RFO. The council was asked to approve this action, all councillors in agreement. District / County Councillor's ReportsCounty Councillor D. The Chairman thanked Councillor Bolter for his report, a copy of which has been submitted for records. Matters ArisingChairman to contact District Councillor J. Beavis re Park Warden and report to next meeting. Chairman to attend River Colne Countryside Project meeting 17 th November. Bulb planting in areas previously discussed by the Council has started. Oak tree to be planted in approximately 4 to 6 weeks, after a check has been made to ensure the root will not affect any pipelines in the future. A planting ceremony will be arranged. Equipment for the Skate Park will be ordered during the coming week. Application for 3 round bus trips between Sible Hedingham and Braintree, which will link up with train times, has been made. Cost may prove higher than originally planned. Information to be included in Village magazine 18th November issue, also Parish Clerk to post information on Parish Council Web site. The councillors thanked the Chairman and Vice Chairman for removing straw bales from the stream. County Councillor left at 8.40pm. CorrespondenceThe Chairman read through the correspondence and passed items to Councillor concerned. The clerk to contact Sarah Moutard to request that Councillors are in future given enough notice to enable them to attend Anti-social Behaviour meetings. Committee ReportsPlanning 04/01597/FUL - No objection 04/01983/OUT - No objection in principle, possible difficulties re parking, tree removal and entrance and exit to site. 04/01955/OUT - No Objection 04/01115/FUL - No objections in principle. Improvement to plans concerning parking could be made. 04/02023/FUL - No Objection 04/02076/COU - Council commented that they would prefer to see flats built as this is more in keeping with the surrounding areas. Water ManagementWork has not been completed on the Alderford Street Scheme by the Environment Agency. Mill gate is too small to cope with heavy rainfall. Chairman has been unable to contact anyone but will continue to try. Log of letters and telephone calls to be kept. Copies of all letters and telephone conversations so far have been circulated to all Councillors. Cllr. Snarey to be given copies as requested. Lease for Office PremisesSee item 5 Salt/Sand boxes for gritting in bad weatherClerk to contact BDC to ensure existing bins are filled and enquire about the supply of a new bin to be situated at Summerfields. Accounts for PaymentAcceptance of listed payments proposed by Councillor Massey, seconded by Councillor Skittrall. All Councillors agreed. Members ItemsDog Fouling Notices and a Dog Bin for Oxford Meadow to go on a future agenda. Action by Parish Clerk: Letter to be sent to Forest Homes asking for Citroen garage area to be fenced off and damage caused by vandalism to be repaired, health and safety risk in this area. Contact BDC to ask for clarification concerning future refuse collections due to reports of the possibility of fortnightly collection. Follow up issue of white lining in car park. Contact Highways department concerning replacement of manhole cover (opposite White Lion) that is a safety concern due to its raised level.
