MINUTES OF THE PLANNING COMMITTEE MEETING OF SIBLE HEDINGHAM PARISH COUNCIL HELD AT 75 SWAN STREET, SIBLE HEDINGHAM ON FRIDAY, 29th JANUARY 2010 AT 4.30 PM

Declarations of interest
Mrs. G. Massey declared a personal interest in connection with the application relating to Hedingham School as a School Governor. Mrs. J. Beavis declared a personal interest in the same application as her nephew is a pupil at the School. No other interests were declared.

Minutes of previous meeting
The minutes of the previous Planning Committee Meeting held on 8TH January 2010, having been previously circulated, were taken as read, were confirmed and duly signed by the Chairman as a correct record.

  • Matters arising from those minutes
There were no matters arising.

  • Public Comment
Mrs. H. Carter, Bursar, Hedingham School attended and was available to answer any questions relating to the School application.

6. Planning Applications
The following planning applications were considered:
09/01678/FUL – Kendalls Barn, Southey Green – Erection of agricultural building for farm machinery – Mrs. J. Beavis and Mrs. G. Massey had both viewed the site from the road and found very little machinery around and queried where any machinery is currently stored. All Councillors were very concerned about possible future COU applications. It was considered that the proposed building is too big for the very small area (acreage) of the applicant’s property. It was agreed to raise these observations with BDC and to ask for stringent conditions that the building is restricted to agricultural use only and for no other purpose and in particular there should be no type of residential use in the future.
10/00030/FUL – Alderford Farm, Alderford Street – Demolition of existing chalet bungalow and erection of new five bedroom house – no objection and application supported as very commendable.
CC/BTE/104/09 – Hedingham School, Yeldham Road – First floor extension to create two ICT classrooms as part of the maths and computer suite – no objection.

  • Enforcement issues
Councillors reported that the Beauty Salon sign on the Crow Court Flats had still not been removed despite Mr. B. Taplin, Planning Enforcement Officer, BDC, giving the Beagrie family 14 days notice to remove it, which had expired. It was agreed to ask Mr. Taplin to take further action to get the sign removed. The nearby Golden Harvester Pub sign had been removed earlier in the week. A sign had appeared on the football pitch at Oxford Meadow. Enquiries had been made with the Football Club and it appeared that it had been erected by persons unknown without the Club’s permission. In the circumstances the Club will arrange for it to be removed.
Mrs. J. Beavis reported that Castle Hedingham PC also had a number of planning enforcement issues and suggested Mr. Taplin be asked to address a joint Planning Enforcement Training Session at the Village Hall, Sible Hedingham at 3pm one Friday afternoon for both SHPC and CHPC. It was agreed to place this item on the agenda for the next SHPC meeting.

Date of next meeting
The date of the next meeting was arranged for Friday, 26th February 2010 at 4.30pm in Meeting Room at PC Office and in the meantime it was agreed to arrange a site visit to 8 Sparrow Close.
