3. Minutes of previous meeting
The minutes of the previous Planning Committee Meeting held on 5th December 2008, having been previously circulated, were taken as read, were confirmed and duly signed by the Chairman as a correct record.
Matters arising from those minutes
There were no matters arising.
Public Comment
Mr. H. Hermet spoke in support of his application for conversion of listed barn to form new dwelling including live/work office space. He stated that he was aware of objections from the occupier of Maynards and gave an assurance that there would be no difference to the outlook and that the barn is well screened from Maynards. With the proposed materials and insulation there would be no additional noise. Planings will be put down during Spring 2009 to improve the drive. He confirmed that traditional materials will be used and that the oak had already been purchased from Marks Hall, Coggeshall.
Mrs. F. Ince spoke on behalf of Mrs. P. Kimp, the occupier of Maynards and raised the following objections:
If permission is given that more dwellings will be built nearby.
The applicant will not live in the barn.
The conversion will devalue Maynards.
That Braintree Road is dangerous.
The Chairman advised that the first three items were not relevant considerations as the Committee could only consider the application in front of it.
There was no other public comment.
6. Planning Applications
The following planning application was considered:
08/02188/FUL and 08/02189/LBC – Tile Kiln Farm, Braintree Road – Conversion of Listed barn to form new dwelling including live/work office space.
Councillors considered a copy of a letter of representation from Mrs. P. Kimp to the Planning Department BDC.
Mrs. J. Beavis reported that four Councillors namely Miss. C. Cannell, Dr. R. Green, Mr. J. Skittrall and herself had visited the site on 13th December and had a good look at it. There was a very large and beautiful barn, which should be preserved, with numerous pig stys and a large area of land. Concern was expressed that if permission is not given that the barn may be lost, as it will continue to deteriorate.
Mr. J. Skittrall stated that Maynards was originally four cottages, which had been converted into one dwelling. Tile Kiln Farm had been extended very recently and it was only fair that permission should be granted for the listed barn to be converted to save it.
Dr. R. Green enquired about the heating system and was informed by the applicant that an under-floor heating system was planned.
It was proposed by Mrs. G. Massey, seconded by Mr. J. Skittrall and carried that the Parish Council supports the application subject to the following conditions:
Landscaping conditions.
Time limits when work, is carried out.
Access to be clear, whilst development in progress.
Traditional materials should be used.
That the office is to be used in connection with the dwelling and that the office is not sub let or sold off.
