Declarations of interest
Mrs. G. Massey declared a personal interest in connection with the application relating to Hedingham School as a School Governor. There were no other declarations of interest.
3. Minutes of previous meeting
The minutes of the previous Planning Committee Meeting held on 26th October 2007, having been previously circulated, were taken as read, were confirmed and duly signed by the Chairman as a correct record.
4. Matters arising from those minutes
There were no matters arising.
5. Public Comment
Mrs. H. Carter spoke in favour of the Hedingham School application for single storey extension to the south west corner of the main school building to form a new Student Support Centre. The application provides for Learning Support in one dedicated area and for a large disabled toilet and changing area. The flat concrete roof is in need of replacement and the opportunity will be provided for this essential work to be carried out and to re-model the interior. The work will enable the school to comply with DDA requirements and provide better use of the areas involved. Mr. J. Skittrall queried car parking arrangements and was assured that the work will not affect any car parking spaces.
6. Planning Applications
The following planning applications were considered:
CC/BTE/157/07 – Hedingham School, Yeldham Road – Single storey extension to the south west corner of the main school building to form a new Student Support Centre – no objection and it was agreed to send BDC a letter of support.

07/02333/FUL – 4 Friars Close – Erection of conservatory – no objection.
(Mrs. J. Beavis and Dr. R. A. Green arrived at the meeting).
07/02385/FUL – 5 St. Peter’s View – Conversion of garage into an annexe – It was noted that the previous application was refused – resolved no objection subject to annexe not being sold off as a separate property and that it always remains as one dwelling.
07/02396/FUL – 18 Grays Mead – Erection of first floor extension over existing single storey side extension – no objection as it was noted that the neighbouring and other nearby properties have similar extensions.
The above recommendations of the Planning Committee were approved.
Aleys Barn, land adjoining 49 Swan Street
Mrs. J. Beavis enquired the position concerning Aleys Barn following complaints from residents. The Clerk reported that there was permission for a one and a half storey dwelling and associated garaging (05/00449/FUL) and understood that a new developer will be implementing the permission soon. The BDC Enforcement Officer had advised that the imminent development makes it inappropriate to take intervention action regarding the untidy state of the site. Unfortunately BDC could not specify the width of the access and therefore the existing occupiers will need to consult their own solicitors.
99 Swan Street
It was reported that the owner of the Kebab House had erected a new sign (of similar size to the sign on the Indian Take Away) which was considered acceptable. Concern was expressed regarding the provision of seating inside the Kebab House. It was understood that the existing permission does not include a restaurant and that in any event there is insufficient parking provision for such use. Apparently the interior seating is for persons waiting for their take a way and not for restaurant use. The Planning Enforcement Officer had been consulted when the seating had been left on the pavement outside the property and had no objection to the seating being installed inside the property. It is therefore implied that interior seating is acceptable but will be checked.
